Mandatory Advance Cargo Declaration (ACD) for All Shipments to Sudan – Effective 1 January 2026

NOTICE TO ALL USERS

With reference to the letter issued by the Sudan Customs Authority No. (و/د/ج/ع/4/غ/م/1/ت/ح) dated 9 November 2025, and in line with Sudan’s transition to modern systems and global trade procedures, the Sudan Customs Authority has adopted the Advance Cargo Declaration (ACD) system.

According to the Customs Authority, implementation of this system will become mandatory for all shipments destined to Sudan starting from 1 January 2026.


About the ACD System

  • The Sea Ports Corporation (SPC) has confirmed that an Advance Cargo Declaration is required for all cargo entering Sudanese ports.
  • The ACD certificate must be obtained at the loading port by the exporter, shipper, or freight forwarder.
  • The ACD number must be clearly stated on the Bill of Lading.

Required Documents to Obtain an ACD

  1. Draft Bill of Lading
  2. Commercial Invoice
  3. Freight Invoice

Responsibilities & Compliance

  • Shipping lines are responsible for ensuring that all cargo, including vehicles, heavy machinery, trucks, and bulky cargo loaded on vessels, has a valid ACD number.
  • All parties involved in the shipping process must fully adhere to the new ACD regulations.
  • Verification of ACD reference numbers must be carried out through the authorized channels designated by the Sudan Customs Authority.
